Facilities and administrative rates apply to the modified total direct cost base.

The modified total direct cost base includes:

Salaries, wages, and fringe benefits

Materials, supplies, services, and travel

Subgrants and subcontracts up to the first $25,000 of each, regardless of the period covered

The modified total direct cost base excludes:

Equipment

Capital expenditures

Patient care costs

Tuition remission

Rental of off-site facilities

Scholarships and fellowships

Costs of each subgrant and subcontract over $25,000
